In 1948 he traveled across the British Isles to compile a dossier of provincial Fascist organizations in several major cities-each one a splinter group under a different name, which Sir Oswald Mosley, a British friend of Hitler, planned to merge when he was ready to launch a political comeback. Harte's dossier was presented in Parliament while he simultaneously gave a scoop to the Sunday Pictorial, and Picture Post by taking their photographers to a secret meeting where Mosley briefed his regional gauleiters.
